These do not spin! I have tried in different locations, but they don’t move!

They look great, are very sturdy, were easy to put together and arrived quickly.What they don't do is spin in the wind. Maybe we don't get strong enough wind here? They do spin if you push them with your finger! So, they're just decoration and not a deterrent to my neighbor's annoying chickens!

Bought these as a mother's day gift to add to my moms garden. There small and are a cute decoration in the garden beds but they don't really spin. One is really loose and wobbly, I tried to tighten the nut but it doesn't want to turn more and I don't want to brake it. For the other two, it would have to be quite a windy day for them to spin.
